Move-In Mass explained: who gets the $10 million and what buyers should know
Move-In Mass offers $10M to developers building modular and manufactured starter homes. It isn't buyer aid. Who qualifies, key dates and what buyers should do.

Move-In Mass is a state program announced on October 22, 2026 that makes $10 million in MassHousing financing available to developers building starter homes with manufactured, modular or other cost-effective methods. It is expected to support at least 20 homes in its first round. It does not give money to buyers directly. Developer proposals are due February 25, 2027.
Governor Healey announced Move-In Mass on October 22, 2026. The name sounds like help for buyers, so let me clear that up first: the $10 million goes to developers, not to homebuyers. You can't apply for it to buy a house.
Buyers can benefit later if it produces lower-priced homes. Here's how it works.
What is Move-In Mass?
| Question | Answer |
|---|---|
| How much? | $10 million in MassHousing financing |
| Who gets it? | Qualified developers with projects ready to move forward |
| What can they build? | Detached single-family homes, townhouses and duplexes, anywhere in Massachusetts |
| Building methods | Manufactured, modular or other cost-effective methods, with special emphasis on manufactured and modular homes on permanent foundations |
| First round | At least 20 homes |
| Affordable share | At least 20% of homes in each project, for first-time buyers earning up to 80% of area median income, restricted for 15 years |
| Subsidy | Up to $150,000 per eligible affordable home, when needed |
| Dates | Proposals due February 25, 2027. Awards expected in April 2027. |
The money is meant to come back. Much of it should be recovered as homes sell, then reinvested in more projects. Proposals will be judged on lowering construction costs, needing less subsidy, building faster and repaying the financing.
What's the difference between modular, manufactured and CrossMod homes?
- Manufactured homes are built in a factory under a federal code and moved to the site.
- Modular homes are built in factory sections, then set on a foundation and finished under the state building code.
- CrossMod homes, which the state highlights, combine the savings of manufactured housing with features of traditional single-family homes.
From a builder's view, a factory can save time and cut weather delays. It doesn't remove the costs that stay local: land, the foundation, the utility hookups, the site work and the permits. So the savings depend heavily on the site.
Will Move-In Mass help buyers in Somerville or Greater Boston?
Probably not much in the first round, in my opinion. Twenty homes across a whole state is a pilot. Land also costs far more around Boston than in many other parts of Massachusetts, and our narrow lots and tight streets make it hard to deliver big factory sections. The program's launch event was at a manufactured housing community in Sturbridge, which gives a sense of the kind of place these methods fit most easily. That's my read, not something the state has said, and a good infill proposal could prove me wrong.
What should first-time buyers do now?
- Don't wait for this program. There are no homes to apply for yet, and awards aren't expected until April 2027.
- Look at existing help. The state offers separate programs, including down payment help through MassHousing. Check its current terms, because they change.
- Budget for the house you can really get. In Greater Boston, that's often an older home that needs work. Start with my guide to buying an old house and my look at renovation loans in Massachusetts.
- Watch prices and rates. See my September 2026 home prices map.
