Quick answer

Boiler replacement cost in Massachusetts depends on fuel, size, venting and the condition of your pipes and chimney. HomeGuide's national average for a new boiler is $3,200 to $9,000, and Greater Boston usually runs higher. In 2026 Mass Save no longer offers rebates on gas, oil or propane boilers except for income-eligible households, while heat pumps still get up to $8,500.

Boiler replacement cost in Massachusetts is a bigger decision in 2026 than it used to be. Most of the rebates for gas and oil boilers are gone, and heat pumps now get the incentives, so the question in Somerville and Cambridge is often not just which boiler, but whether to buy a boiler at all.

Here is what drives the price, what the rebates really are this year, and the permits and chimney issues I see in older Greater Boston homes.

## What drives boiler replacement cost in Massachusetts

- **Fuel.** Gas, oil or propane changes the burner, the piping and who signs the permit.
- **Efficiency.** A condensing boiler needs a condensate drain and new venting, usually PVC out a side wall.
- **Steam or hot water.** Many triple-deckers still have steam or old gravity systems that need extra piping work.
- **Chimney.** A new appliance on an old masonry chimney may need a liner (more below).
- **Old pipe insulation.** In pre-war basements I have any old wrap tested before demo.
- **Basement access.** Narrow bulkheads and steep stairs make removal slower.

For a ballpark only, [HomeGuide's national averages](https://homeguide.com/costs/boiler-replacement-cost) put a new boiler at **$3,200 to $9,000** installed, and a high-efficiency boiler at **$4,000 to $10,000**. Those are national numbers; Greater Boston usually runs higher.

## Mass Save rebates for boilers in 2026

This is the big change. Mass Save's [boilers and furnaces page](https://www.masssave.com/residential/rebates-and-incentives/gas-heating-equipment) says rebates, incentives and financing for equipment powered by **natural gas, oil and propane are no longer available**, tied to the 2021 Climate Act. The one exception is **income-eligible households**, who can still get help upgrading existing fossil fuel equipment to high-efficiency models through [Mass Save income-based offers](https://www.masssave.com/en/residential/rebates-offers-services/income-based-offers).

So for most homeowners, a new gas or oil boiler is paid for in full, with no rebate.

## Like-for-like boiler or switch to heat pumps?

Heat pumps still get real money in 2026. Mass Save's [air source heat pump page](https://www.masssave.com/residential/rebates-offers-services/heating-and-cooling/heat-pumps/air-source-heat-pumps) lists:

| Path | 2026 rebate |
| --- | --- |
| Whole-home | $2,650 per ton, up to $8,500 |
| Partial-home (boiler stays as backup) | $1,125 per ton, up to $8,500 |
| Income-based | Up to $16,000 |

Equipment must be installed in 2026 by a Mass Save Heat Pump Installer Network contractor, with the form in by February 28, 2027. Whole-home rates drop to $2,350 per ton (cap $7,500) for installs on or after January 1, 2027. Mass Save also offers rebates on [air-to-water heat pumps](https://www.masssave.com/residential/rebates-offers-services/heating-and-cooling/heat-pumps/air-to-water-heat-pumps), which can feed existing radiators in some hot water systems.

For a cost comparison, the [2025 Cost vs. Value report](https://www.jlconline.com/cost-vs-value/2025/new-england/boston-ma/) lists an **HVAC conversion to electric heat pumps** in Boston at **$22,446**. Their model is a 2,000-square-foot home switching from a furnace to a ductless system, so treat it as a reference point, not a quote. My [heat pump installation cost guide](https://magnoandco.com/blog-heat-pump-installation-cost-massachusetts) goes deeper.

My honest take: if your boiler died in January, a like-for-like replacement may be the right call. If you have time to plan, price the partial-home option, keeping the boiler as backup, next to the new boiler.

## Chimney liners when you switch to high efficiency

In my experience, this surprises people the most. A condensing boiler usually vents out the side wall in plastic pipe. That can leave a gas water heater alone in a big old masonry chimney, which may no longer draft safely and often needs a properly sized liner.

The state plumbing board's [venting policy](https://www.mass.gov/policy-statement/venting-of-flue-gases) makes the licensed plumber or gas fitter who holds the permit responsible for venting, including chimney lining systems for gas appliances, and venting is checked at final inspection. Ask for the liner in the quote, not as a surprise later.

## Permits: gas fitter or oil burner technician

- **Gas boilers.** Gas permits go only to licensed plumbers or gas fitters, per the [same policy](https://www.mass.gov/policy-statement/venting-of-flue-gases). Somerville ISD confirms a [licensed plumber must pull all gas and plumbing permits](https://www.somervillema.gov/departments/isd/building-division).
- **Oil boilers.** Oil burners are installed by an [oil burner technician certified by the Department of Fire Services](https://www.mass.gov/how-to/apply-for-an-oil-burner-technician-or-apprentice-certificate). The state's [Form 1 (FP-056)](https://www.mass.gov/doc/fp-056-form-1-fuel-oil-burning/download) becomes the permit for the oil equipment once the local fire department signs it.

**Builder's tip:** Before you replace a boiler, get a heat loss calculation instead of matching the old nameplate. Boilers in old Somerville houses are often oversized from decades ago, and after insulation the house may need far less. The right size saves money on the equipment and the fuel bill.

Rates matter here too. See [what changed on Massachusetts winter gas bills](https://magnoandco.com/blog-massachusetts-winter-gas-bills-2026).

## Frequently asked questions

Does Mass Save give rebates for gas boilers in 2026?

No, not for most homes. Mass Save says rebates for natural gas, oil and propane equipment are no longer available, except for income-eligible households upgrading to high-efficiency models.

How much does it cost to replace a boiler?

HomeGuide's national average is $3,200 to $9,000 installed, and $4,000 to $10,000 for high-efficiency models. Greater Boston usually runs higher.

Do I need a chimney liner with a new boiler?

Often, when a high-efficiency boiler vents out the side wall and leaves a water heater alone in an old masonry chimney. The licensed plumber or gas fitter is responsible for safe venting under the permit.

Is it better to replace a boiler or get a heat pump in Massachusetts?

It depends on your house and timing. In 2026 heat pumps get Mass Save rebates up to $8,500 (more for income-qualified homes), while most boilers get none, so it is worth pricing both.
